Insight Center (formerly the Nat'l Economic Development and Law Center)

The mission of the Insight Center for Community Economic Development, formerly the National Economic Development and Law Center, is to develop and promote innovative solutions that help people and communities become, and remain, economically secure. The Insight Center works in collaboration with foundation, non-profits, educational institutions, government and business to develop, support and promote programs that lead to good jobs, strengthen early care and education systems, and enable people and communities to build education and financial assets. All of the Insight Center programs individually and collectively have a core goal of helping low-income people and communities become economically self-sufficient. The organization strives to foster change that is systemic, comprehensive and permanent.

Dream Fund Project

The Insight Center, with Dream Fund funding, has embarked on a two-year research project to explore the impact of Prop 209 on contracting by public agencies in California and its impact on construction employment (if the data is available). Research will be used as a foundation to help stimulate dialogue on how different strategies may be used to address under-representation of a class of people by public and private employers.

Ultimately, the Insight Center is currently conducting a case study of the City of Los Angeles contracting program and examine its potential for replication; chart different strategies currently used by local governments to promote inclusion of minority- and women-owned businesses; and examine how the various strategies fare when compared against former affirmative action goals.
