The Education Law Center of Pennsylvania (ELC-PA) seeks to make access to quality public education a reality for Pennsylvania's most vulnerable students-poor children, children of color, children with disabilities, english language learners, children in foster homes and institutions, and others. Founded in 1975, ELC has offices in Philadelphia and Pittsburgh. ELC's strategies include providing legal advice to families, as well as to student, parent, and community organizations; working with coalitions; advocating for policy change at the local, state, and national levels; and, where appropriate, pursuing legal remedies.
Dream Fund Project
The Education Law Center (ELC), in partnership with Good Schools Pennsylvania (GSPA), and the Education Policy and Leadership Center (EPLC), receives Dream Fund support to implement a joint advocacy project known as the Pennsylvania Campaign for Education Funding Reform. This initiative seeks to engage parents, community leaders, students, business leaders, elected officials, and other stakeholders in school finance reform.
As part of a broader campaign to build support for systemic reform of the state education finance system, ELC contributes to the collaborative through key strands of work such as:
- Documenting the impact of funding inequities (the cost of "miseducation") on student performance and achievement gaps;
- Developing legal strategies to address inequities and inadequacies;
- Analyzing data and conducting research to provide technical assistance to groups and communities willing to participate in the school improvement process;
- Monitoring and participating in the statewide school policy reform process, including those aimed at quality teaching, pre-school, graduation requirements, etc.
